ANNUAL GENERAL MEETING AT GYMKHANA GOLF CLUB 23/02/12

Minutes of 2011 A.G.M. read and accepted.


Financial Statement read and accepted showing the Club had a balance of 21427 Bt.


Election of Committee Members :
Secretary/Treasurer -  Christian Friis

Special Events Co-ordinator -  Ted Taylor - new position to contact all golf courses regarding prices and bookings for events and report to the committee and to assist in running special events/tournaments.
Golf Rules Person -  Moved S.Jepson, 2nd T.Taylor - We will not fill this new position but captains will have a rule book at all tournaments. - Carried.

New Business :

1. Introduce the 36 Handicap System. To be trialed at the away game in April to see how it related to current handicaps.

2. Tee it Foward Motion. This motion was declined.

3. Increase Annual Renewal Fee to 200 Bt. Motion was carried. To be implimented in season 2013.

4. Introduce a Prefered Lie rule. This motion was declined.

5. Re-intoduce a Club Charter. submitted by J. Kuzina. Motion was carried. Committee to attend.

6. Members Motions & Voting for A.G.M. Submitted by Ron Howarth. Amended. All motions to be voted on at the A.G.M. must be submittee to the Committee 2 weeks in advance of
the annual meeting and then posted on the Club Web Site. Carried.

7. Membership Dues. submitted by L.Harvey. From the end of 2012 the annual membership shall be due from 31st December. Failure to have renewed membership before the
A.G.M. will disqualify the person from being involved in any decisions/voting at the A.G.M. Carried.

8. Competition Eligibilty. - usual lengthy discussion regarding handicaps etc.
Basically common sense will prevail. Which resulted in a motion being put from G.Merrett 2nd T.Taylor that the new handicapper is to research and develop a handicap system based on slope rating for all courses and submit to the committee for approval. Carried.
Other points - : Membership to be up to date.
: Must have a valid handicap.
: Last played round not older than 4 weeks with the Club.
: Must play at least once a month with the Club.
: If not, first game back handicap will be scored on the 36 system to see if there is a difference between the previos handicap. If difference is more than + 1 or - 4 strokes will have to play two more rounds to establish handicap.
: C.M.S.G to accept cards from other courses for handicap purposes.
: Can only participate in annual tournament with valid handicap from C.M.S.G Club.
: Score cards submitted can not be more than 4 weeks old. 9 hole courses can be included as long as 18 holes played.
: Players are asked to putt out in stroke events but may pick up in stableford games.

9. Agreed that during the course of the year the Committee has the power to change or adapt rules for the benefit of members by majority vote.

10. Knockout Competition. No volunteers to run this competition again this year.

4. Motions put forward by members prior to meeting:
a)  Introduce two new committee positions:
Golf Rules Person - To be available at all our tournaments to make final decisions regarding rules and to be contactable by phone at weekly events at Lanna & Maejo to make final decisions.

b) Introduce the 36 system of handicapping to our monthly away games and our annual tournament.
Current Handicap system will remain the same for our weekly events at clubs and the Ambrose or similar system for all our scrambles.

 1.) The player has to be a member of the CMSG and his Membership fees are paid up to date.
 2.) To be eligible to enter the competition, the player has to have a valid handicap, which he receives when:
a. He has played at least 3 rounds already with the CMSG on the Lanna and/or Mae Jo Golf course.
b. His last played round is not older than four weeks. The player has to play at least once a month at Lanna, MaeJo Golf courses and /or in the away game which are Stroke play / Stableford events.
 i.      If a player is only able to play for a few weeks / month with the CMSG per year and has a previous established handicap with the CMSG, his first game back with the CMSG at the Lanna, MaeJo Golf courses and/or the away game which are Stroke play / Stableford events will be allowed to play in the competition and his Score will be calculated with System 36 to see if there is a difference between his previous handicap. If the difference is more than + / - 4 strokes the player will have to play two more rounds to establish his new handicap.
ii. For the scheduled Scrambles during the year rule 2. b. and 2.b.i. does not apply.
 iii. For players who are also members at other Golf courses, the CMSG accept the Score cards from those venues. See point 4 and 5. However the CMSG expect a Member to play at least once per month with the other Members the Lanna, Mae Jo Golf courses and/or the away game.
3.) CMSG Members can only participate in the Annual tournament if he has a valid handicap with the CMSG.
4.) The CMSG is accepting Score cards which are signed by the player and a witness from all other Golf courses in Thailand. The CMSG is encouraging all Members to submit the Score cards from other Games away from the Lanna, Mae Jo Golf courses and/or the away game which are Stroke play / Stableford events.
5.) The Score cards can be scanned and emailed to the handicap officer or given to the Club captain at the Lanna or Mae Jo Golf courses. The Score cards are only accepted if they are not older than four weeks. However a member can submit his detail scores by email (not scanned Score card) and than provide the original later to the Handicap officer to validate the mailed Score card.This includes also 9 hole Golf courses. In case of 9 hole Golf courses a result is only valid if 2 rounds are presented on the same course even if not played on the same day.
6.) Each player is responsible to hand over his Scorecard after the round. The Marker as well as the
 Player have to sign the Scorecard. One missing signature will disqualify the player from this event or
 game.
7.) All players are asked to always putt out on each hole. Putts cannot be given to anyone during a Stroke play / Stableford event and result in an immediate disqualification if a Hole in not finished by putting it out. Even though occasionally players pick up their Ball during a Stableford event, we encourage all players to putt out all holes.
I also would like to put forward for a Motion:
The Officers/Committee is elected on a yearly bases at the Annual General Meeting usually held in January or February every year. The Officers / Committee will be voted individually by majority vote of those members present at the AGM including written proxies. During the course of the year the Committee has the power to change or adapt rules to benefit the Members by majority vote.


d) Tee it Forward Motion - Bill Johnstone
All members who have reached the age of 65 and older will be permitted to play off of forward-placed tees....specifically tees that are installed by some courses and designated for seniors, or lacking such tees, that such elderly players be permitted to tee-off from tee-positions that are temporarily placed 20-yards in front of regular men’s tee locations on a given day................
 .. ..Tom Watson, the noted PGA Tour pro and now 61 himself, wrote a very excellent article in a recent golfing periodical in which Tom specifically recommends that all seniors play from tees that limit the overall length of the course to 5,400 yards. The PGA has gone even further and equated tee location to driver distance and has articulated its TEE IT FORWARD campaign. The attached text was taken directly from the following website:
The majority of our club members play at Lanna Sports Center’s white tees, which for courses 1 & 2 total as long as 6,794-yards. This distance substantially differs from the PGA and Mr. Watson’s guidelines and in fact is quite longer than most other Chiang Mai area courses when played from the same (regular mens) tees. I am not suggesting that we create a new set of tees and require new, separate markers. We could carry out a TEE IT FORWARD initiative by simply pacing off 20-yards and placing a temporary marker there....a pair of sticks with yellow flags affixed would suffice. These could be placed by the first group and removed by the trailing group.
In sum, I believe my motion will make the game itself more enjoyable and evens out biases against older players that are now prevailing in our club competitions.

e) All Members to play 6 rounds - Ron Hill
I would like to recommend that personnel in the club should play at least six
events prior to any of our major tournaments at either Mae Jo or Lanna Golf
Clubs if the persons are permanent residing members & at least 6 events in
the last year if they are not permanently residing in Thailand.

f) Increase Annual Fee to 200baht - Christian Friis

g) Chiang Mai Social Club introduce an optional Prefered Lie rule - Dave Robinson
on all courses (to a maximum of 1 club Length) which can only be taken on the cut fairway from tee box to green.
h) Re-introduce a Club Charter - Jack Kuzina

i) Members Must play at least once a month - Yung Beece
 All permanent residence members should be required to play at least once a month with the club .If they fail to meet the requirement then the member will not be able to participate in future club competition events. But the member would be able to play as a social player. The committee has the discretion to exempt any club member that are still working from this requirement

j) Members Motions & Voting - Ron Howorth
Proposed: All items (motions) to be voted on in the Annual Meeting must be submitted to the secretary 2 weeks in advance of the Annual Meeting. The Secretary will then publish these voting items in the official "Meeting Notice" that will be delivered to all members 1 week prior to the Annual Meeting. Any other motions that are brought by members that attend the meeting but which have not been previously published in the "Meeting Notice" will be treated as "New Business" and a vote will not be taken until the entire membership has been notified.
Proposed: All members of CMSG that are in good standing (dues have been paid) are entitled to vote on all issues presented in the Annual Meeting whether or not they are able to attend in person. In the "Meeting Announcement" a proxy voting form will be included which will allow members who can not attend the meeting in person to vote on all motions presented. Member votes can be submitted by responding to to the CMSG Secretary via direct Mail with the member's signature or via E-Mail as long as the E-Mail originates form the address that the member has on file.
Proposed: Members in good standing have the option of designating any member of their choosing to hold voting power in their behalf. This will facilitate voting on amendments to motions already proposed but may require minor modification in order to obtain a majority of membership approval. Also, it is expected that their may be "officer" nominations from the floor and these officers should be able to be voted upon without delay.
k) MOTION - Les Harvey
From the end year 2012 the annual membership renewal shall be due from 31st December.
Failure to have renewed mebership before the A.G.M. will disqualify the person from being involved in any decisions/voting made at the A.G.M.
